In the aftermath of the attack on Pearl Harbor, paranoid fear of Japanese invasion of Los Angeles prompts strange, frenetic preparations. And there does happen to be a Japanese submarine offshore. Near-slapstick comedy with echoes of It's a Mad Mad Mad Mad World (1963), this is clearly the albatross around Steven Spielberg's neck.
