Speaker of the Oregon House in 1947, Hall became Governor of Oregon upon the deaths in an airplane crash of both Gov. Earl Snell and his first in succession, Marshall E. Cornett, President of the Oregon Senate. It was a rare case of the second in line of succession obtaining office. He was defeated in the 1948 Republican primary by Douglas McKay and resumed the practice of law.
