Shapp was the first governor elected under Pennsylvania's new constitution, the first modern governor to serve two terms, and the state's first Jewish governor. During his watch, the Pennsylvania State Lottery and the the state Department of Aging were established, pay toilets were eliminated on the Pennsylvania Turnpike, and Hurricane Agnes struck the state. He was briefly a candidate for US President in 1976, but fared only fourth out of five candidates in the Pennsylvania primary.
