As Congressman, advocated replacing Social Security with individual retirement accounts, and refused federal allowance for housing in DC, instead sleeping in his office. As Governor, publicly announced that South Carolina would refuse any funding from 2009 economic stimulus, then quietly accepted stimulus funding to reduce the state's debt burden. Was considered a front-runner for the Republican 2012 Presidential nomination until he went missing in June 2009; after several days his spokesman announced that Sanford was "hiking the Appalachian Trail", and it soon came out that he had used taxpayer funds to fly to Argentina for visits to his mistress. Returned to Congress in 2013, winning a special election to succeed Tim Scott.
