Executive summary: Chief Weapons Inspector

Former Senior Vice President at SAIC, the Science Applications International Corporation. But most known for being the former UN Chief Weapons Inspector (after the first Gulf War in 1991), during which the Iraqis accused him of being a CIA operative and demanded he turn over documents photocopied from Iraq's Ministry of Labor. After a four-day standoff and international outrage, Kay was permitted to leave, precious documents intact. Ten years later, Kay was appointed US Chief Weapons Inspector, in the aftermath of the Iraq War. He created a storm of controversy in January 2004 when he said unambiguously that US intelligence was wrong, that Iraq had no weapons of mass destruction.
