Executive summary: Legislated enforcement of Prohibition

Drafted the National Prohibition Act of 1919, called the Volstead Act, which enforced the Eighteenth Amendment. Volstead was also responsible for the Farmers Cooperative Act of 1922, called the Capper-Volstead Act, which allowed farmers to associate in cooperatives without violating the Sherman Antitrust Act.
