Executive summary: US Supreme Court Justice While professor at Harvard Law School in 1999, Bill Clinton nominated Kagan to the US Court of Appeals, DC Circuit. The Senate Judiciary Committee controlled by Republican Orrin Hatch refused to give her a hearing, leaving the nomination to languish until the end of Clinton's term. Three years later she was Dean of Harvard Law, a post she vacated to become the first woman to hold office as US Solicitor General. Kagan's appointment there was a highly partisan affair, but this time with sufficient votes to confirm her to that office. In 2010, Barack Obama nominated her to the US Supreme Court to replace John Paul Stevens, then retiring having spent 35 years on the court. Opponents argued that one who had never served as a judge should not sit on the court -- including Hatch, the very one who blocked her a decade earlier from obtaining that experience.
