Authored a 1000-word letter critical of the actions of FBI Director James Comey during his handling of the investigation into Hillary Clinton's emails, but did not go so far as to recommend his firing. President Trump praised Comey's actions over the emails, but later used Rosenstein's letter as a pretext to fire Comey on 9 May 2017. Use of the letter in this way greatly upset him. Thus backed into a corner, on 17 May 2017 Rosenstein appointed Robert Mueller as Special Counsel to look into the Trump campaign's interactions with Russia, and the administration's possible obstructions to justice.
