While he was a member of the Khmer Rouge army, by 1977 he was fighting against the group from his exile in Vietnam. After the overthrow of the Khmer in 1979, Vietnam made him part of the new puppet government. Sen became Co-Prime Minister in 1993 with Prince Norodom Ranariddh (leader of the Funcinpec party), whom he ousted in 1997. However, the next election forced him to form a coalition again with Funcinpec -- minus the Prince -- until he could later obtain his majority in 2004.
