Independent bureau established 21 July 2011 in response the abuses during the 2008 crisis. Although required to have a director by law, Republicans in Congress refused to approve any nominee on principle, even though they agreed both presented nominees, Elizabeth Warren and Richard Cordray, were highly qualified. Cordray received a recess appointment in 2012, although Congress attempted even to skirt this ability by holding a sham Congress without a formal recess. The CFPB is funded by the Federal Reserve.
