British territory since its capture in 1704. In 1713, Spain officially ceded Gibraltar to Britain in the Treaty of Utrecht, "for ever, without any exception or impediment whatsoever." Despite the treaty, Spain still covets Gibraltar, citing issues of territorial integrity. Ironically, Spain has nearly identical claims to two enclaves in Morocco, across the strait from Gibraltar -- Ceuta and Melilla. Two plebiscites, 1967 and 2002, both overwhelmingly found the people of Gibraltar in favor of remaining British. Spain's position is that the views of the people of Gibraltar should be ignored.
