A declining crime syndicate led by Philippe Douvier proposes to demonstrate its abilities by assassinating Inspector Clouseau, but that plot fails and someone else is killed. The world mourns for the eminent Clouseau, believed dead, with the exception of Chief Inspector Dreyfus who is in good spirits -- though sometimes Dreyfus's mind plays tricks on him, and he thinks he sees a ghost. Clouseau enlists assistant Cato and Douvier's spurned mistress/secretary to get to the bottom of things.
