Former cartoon stars Rocky and Bullwinkle work to prevent their old adversaries from taking over the world after they are transformed into live-action humans.

Rocky and Bullwinkle live a less-than-desirable existence thirty-five years removed from their hit television show's cancellation, sustaining themselves off of inadequate residuals in a treeless Frostbite Falls. To make matters worse, long-time villains Fearless Leader, Boris, and Natasha trick television producer Minnie Mogul into signing a contract guaranteeing their release into the real world, forcing Rocky and Bullwinkle into action at the behest of the FBI to stop the bad guys before they can subjugate Earth.
