Global media baron Elliot Carver, a megalomaniac greedy for broadcast ratings, foments a war between Britain and China starting with the sinking of the frigate H.M.S. Devonshire in the South China Sea. James Bond is assigned to investigate, teaming up with Wai Lin of the People's External Security Force.
