During the invasion of Iraq, Jacoby made sure Ahmed Chalabi's Iraqi National Congress (probably a front for Iranian intelligence) was well paid for providing information about insurgents. Addressing the colossal intelligence failures of the US war effort, Richard Perle called for the resignations of both CIA Director George Tenet and Jacoby. So far, Jacoby has weathered the storm.
