Executive summary: Co-Founder of Nextel After more than a decade working as a telecommunications lawyer in private practice and for the Federal Communications Commission's mobile radio service section, Morgan O'Brien founded Fleet Call in 1987, in partnership with investment banker Brian D. McAuley. Using O'Brien's intricate knowledge of radio law to pinpoint gaps in regulation, Fleet Call purchased more than a hundred small-scale mobile radio services previously used mostly for taxi-cab dispatch, and pieced together mobile phone systems for Chicago, Los Angeles, New York, and other large American cities. In the 1990s Fleet Call obtained regulatory approval from the FCC to reconfigure the entire 800 MHz band, with funding from Motorola and a billion-dollar investment from Craig McCaw, enabling modern cell-phone communications.
