In the mid 1960s, common interest in politics led him and State Senator Jimmy Carter to become fast friends. After Carter's election to Governor in 1970, he appointed Lance head of the Department of Transportation. After Carter's term was finished, Lance was an unsuccessful candidate for the same office. He returned to the private sector as President of the National Bank of Georgia, and after Carter was elected to the US Presidency, became director of the Office of Management and Budget. But such a high office brought press scrutiny to his activities when he was at the Calhoun First National Bank. After months of firestorm, Lance had to resign for the good of the administration. He was cleared of any wrongdoing by a subsequent jury trial. Lance returned to the Calhoun bank as Chairman in 1981, and concurrently served as leader of the Georgia Democratic Party.
