Author of the Powell Memorandum, whose proper title was "Attack on American Free Enterprise System." Written in August 1971, the secret position paper urged the US Chamber of Commerce to aggressively fight back against the propagandists working to undermine the American economic system: Communists, leftist intellectuals, and Ralph Nader. Powell proposed that the Chamber of Commerce devote unprecedented sums of money to establish pro-business think tanks, in order to provide a countervailing force against their Marxist foes. His recommendations were adopted. Two months later, President Richard M. Nixon nominated Powell for the Supreme Court.
