While in his role at the Agency for International Development, Natsios repeatedly displayed his ignorance of the intricacies of AIDS treatments[2] (a subject he ought to have been deeply familiar with), and even issued this gem of a remark in an interview, to explain why it simply isn't practical to administer AIDS drugs to Subsaharan Africans: "[Africans] don't know what Western time is... Many people in Africa have never seen a clock or a watch their entire lives. And if you say, one o'clock in the afternoon, they do not know what you are talking about."
