H. Ralph Burton served as a high-ranking Congressional staffer for 15 years:

  • Special Investigator for the Senate Campaign Expenditures Committee (1938-39, 1940-41)
  • Special Investigator for the House Appropriations Committee in charge of NYC and State (1939-40)
  • General Counsel to the House Military Affairs Committee (1941-47)
  • Chief Investigator for the Senate Committee on Post Office and Civil Service (1947-48)
  • General Counsel for the House Campaign Expenditures Committee (1948-49)
  • General Counsel for the House Select Committee on Current Pornographic Materials (1952-53)

During testimony before the House Military Affairs subcommittee on July 18, 1945 (almost a decade before Joseph McCarthy), chief counsel H. Ralph Burton named 16 Army officers who he believed possessed Communist backgrounds. The Army followed up with an investigation and responded by asserting that none of those men "was disaffected or disloyal."
