Prior to the creation of the state of Israel, Menachem Begin was considered by some to be terrorist: Under orders from David Ben-Gurion (which were later rescinded), he bombed the King David Hotel on 22 July 1946, killing 91 people, mostly civilians. This however was not exactly a civilian target, being the headquarters for the British military occupation of Palestine.
